My telegram July 17th Minister Munitions will be glad to have opportunity of purchasing for Russia any lead available in Hongkong at reasonable prices can you supply information respecting quantity available and probable price. In general no objection to exportation of Lead from foreign sources being allowed to foreign countries as hitherto but Lead from British sources should not be re-exported to any foreign country unless such exportation licensed in British country of origin.
